  • Supported $70+ billion in IDIQ (Indefinite Demand, Indefinite Quantity) submissions since 2012, through Barton Consulting, with consistent wins on all that have completed evaluation and with successful follow on task order campaigns and processes

  • 10 years with Lockheed Martin Business Development as a Solution Leader/Technical Principal directly supporting capture and proposal efforts (contributing to over $6 billion in wins)

  • Association of Proposal Management Professionals (APMP) Certified Practitioner since 2010

  • Operational experience in software engineering, artificial intelligence, electronic discovery, content management
    and data warehousing

  • Bachelor of Arts, University of Maryland 1983,
    Information Management Systems/General Studies,
    University of Maryland (College Park)

Dr. Paul J. Lilly is a Principal with Barton Consulting and has over 25 years in leadership roles working with supporting worldwide business capture/proposal development for large systems integrators.   

  • Delivered over $45 billion in wins and new business in the Capture Manager or Proposal Management function.  He has led executive teams toward strategic to develop a stronger customer and corporate focus.

  • As a Vice President, Director, and Subject Matter Expert (SME) supported business process and long-term financial analysis.

  • 14 years with Lockheed Martin providing Business Development, Capture, and Proposal Leadership as a Global Capture Executive.

  • Contributed to patents and new technology in several fields and received a patent in the area of Graphene/Graphene Oxide. 

  • Is a former Emergency Services Commissioner in Montgomery County, is also considered an SME in Emergency Management, counter-terrorism, and global CBRNE.

  • Holds a BS in Information & Security Assurance and Program Management; a MBA in Finance and Marketing; and a DM in Executive Management.
